Data Fragments are raw. Clean Data is refined—filtered, deduplicated, verified for consistency. It's still not necessarily useful, but at least you know what you have. The cleaning process is part algorithm, part intuition; good data cleaners develop a sense for what's worth keeping.
Faction Notes: The Collective runs data cleaning as an initiation task. Nexus automated theirs decades ago.
